Bob Dylan has every bit of talent as Brian Wilson and maybe even more. Scratch that, he DOES have way more talent than Brian Wilson. Highway 61 Revisited just like Pet Sounds, was Bob Dylan's project which he had to tackle on his own with virtually no help whatsoever. You know Rubber Soul? The phenomenal Beatles album that broke music barriers that inspired Pet Sounds? Highway 61 Revisited inspired Rubber Soul. Therefore there would be no Pet Sounds without Highway 61 Revisited.
